The United States Army Test and Evaluation Command is posting this advertisement for the subject position under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as an Office Support Assistant supporting the Cold Regions Test Center at Fort Greely, Alaska.  A selection will be made soon after the closing date. Selection of this position will be made at the NK-0303-03 (GS-08) grade level.

AREA OF CONSIDERATION: All US Citizens

SALARY: $53,567 – $69,637 per annum (includes locality pay)

DUTIES:

Serves as an office manager and personal administrative assistant to the U.S. Army Cold Regions Test Center (CRTC) Command Group. Incumbent provides advice and recommendations to the Command Group on all matters relative to the coordination, integration, and synchronization of actions, events, and activities; and is responsible for the performance and coordination of all administrative management, and procedural functions, throughout the organization.

As an Office Support Assistant you will:

Receive, review, and determines appropriate action on official, personal, and semi-official correspondence.  Write, review, and edit outgoing correspondence; channel through the appropriate members of the Command Group or Staff; and submit or release to other agencies, organizations, or officials.

Manage the calendars of the Commander and Technical Director, to include establishing priorities for appointments, accepting or declining invitations to meetings; and rescheduling appointments when it becomes apparent that previous commitments cannot be met.

Serve as the primary Government Purchase Card holder for the entire organization.

Serve as a timekeeper and organizational subject matter expert in timekeeping software systems.

Make all travel arrangements for Command Group travel, to include airfare, lodging, and ground transportation: Prepare travel documents; schedule visits with organizations and officials to be visited at TDY locations.

Provide advice to the Command Group on conduct of events and activities (such as award ceremonies, VIP visits, international meetings and executive round tables) for which the Commander or Technical Director is the host or a primary participant.

Perform all administrative matters, to include receiving and screening incoming information in the form of electronic mail, facsimiles, or written correspondence, for the Command Group. These correspondence and information requests frequently originate from high-ranking military and civilian officials in Department of Defense (DoD), Department of Army (DA), and other government departments; as well as from important representatives of industry, academia, and the general public.

Interpret regulations and policies; and advise the Command Group of administrative implications.

Prepare one-time and recurring reports of organizational program status, accomplishments, etc. using substantive knowledge of programs across all functional command areas; as well as priorities and preferences of the CRTC Command Group.

Prepare substantive correspondence, speeches, briefings, and other external communications for the CRTC Command Group, and office staff.

Utilize varied functions of office automation software (e.g. electronic spreadsheets, electronic mail, calendar, graphics software, etc.) to create, edit, and manipulate files and information necessary to produce correspondence, forms, reports, and audio-visual aids for briefings.

Receive visitors and telephone calls from various departments of the Federal Government, private industry, universities, and foreign governments. Depending on the nature of the call, redirect as appropriate, or personally handle calls when information is known.

This position may require occasional TDY for training (5%)

Must be able to obtain and maintain a valid state driver’s license.

NOTE: Performance of duties may include extended periods of outdoor work in extreme natural cold, tropic, and desert environments. Work takes place at remote/isolated locations in temperatures ranging from -70°F to 140°F and includes high winds, high humidity, torrential rain, fog, snow, ice, blizzard conditions, and dust/sand storms. Exposure to potentially harmful plants, animals, and insects which occur naturally in these environments is possible.

QUALIFICATIONS:

In order to qualify, you must meet the experience and/or education requirements described below. You will receive credit for all qualifying experience, including volunteer experience. You must meet the experience and/or education requirements below:

Specialized Experience: One year of specialized experience which includes experience in clerical duties utilizing computer application software such as PowerPoint, EXCEL, Outlook, travel planning and reservation systems, and timekeeping systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NK-03 (GS-07).

OR

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Resource Management, or related field of study.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.

Proficiency Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
